Funding Application System (FAS)
Terms and Conditions
The Funding Application System (FAS) is an online portal that allows applicants to create and submit applications for funding from Health Canada (the Department) and/or the Public Health Agency of Canada (the Agency).
Your FAS account confidentiality
As a user, it is your responsibility to take precautions to protect your FAS account by not sharing your FAS credentials (username and password). This information is confidential and should not be shared with anyone. Please avoid storing your login information in public places or sharing it with others. Your account may be compromised if you use an unsecured network, public, or multi-user computer to access FAS. It is your responsibility to verify the security of your computer and internet connection. When using public computers or shared devices, it is recommended to always log out when finished to prevent unauthorized access. You are responsible for any access or use of your FAS account credentials using your username and password.
Your privacy and FAS
The Department and Agency are committed to respecting the privacy and protecting the information of all visitors to FAS. This section summarizes the purpose of the collection, use, and disclosure of your personal information as it applies to your use of FAS. The personal information you provide to the Department and the Agency through FAS is collected under the authority of the Department of Health Act and the Public Health Agency of Canada Act and handled in accordance with the Privacy Act.
Why are we collecting your personal information?
We require your personal information to create an account enabling you to submit applications for funding through FAS and to contact you regarding the status of your funding applications. The Department and/or Agency may share the information you provide through FAS with other organizations (including provincial/territorial Ministries of Health) for the purpose of reviewing and approving your application for funding. The information that you provide may also be used to gather statistics concerning the use of FAS. Certain information related to successful applications will be disclosed on the Open Government portal. Please refer to the Proactive Disclosure section below.
What are your rights?
In accordance with the Privacy Act and the Access to Information Act, individuals have the right to protection of and access to their personal information. You have the right to access and request a correction and/or notation to your personal information. You also have the right to complain to the Privacy Commissioner of Canada if you feel your personal information has been handled improperly. For more information about these rights or about how we handle your personal information, please contact fas-sdf@canada.ca.
Your privacy and the Internet
The nature of the Internet is such that Web servers automatically collect certain information about a visit to a website, including the visitor’s Internet Protocol (IP) address. IP addresses are unique numbers assigned by Internet Service Providers (ISP) to all devices used to access the Internet. Web servers automatically log the IP addresses of visitors to their sites. The IP address, on its own, does not identify an individual. However, in certain circumstances, such as with the cooperation of an ISP, it could be used to identify an individual using the site. For this reason, the Government of Canada considers the IP address to be personal information, particularly when combined with other data automatically collected when a visitor requests a web page, such as the pages visited, date, and time of the visit.
Unless otherwise noted, the Department and/or Agency does not automatically gather any specific information from you, such as your name, telephone number, or email address. The Department and/or Agency would obtain this type of information only if you provide it through FAS and gather this information for the sole purposes of account creation and administering funding opportunities.
In cases where services are provided by organizations outside of the Government of Canada, such as social media platforms or mobile applications, IP addresses may be recorded by the Web server of the third-party service provider. Please note that any data that you provide to the Department and/or Agency may also be used for data reporting purposes.
Proactive disclosure
Proactive disclosure serves to increase the transparency and usefulness of Gs&Cs data. In keeping with the Treasury Board Secretariat Guidelines on the Reporting of Gs&Cs Awards (GRGCA), the Department proactively discloses on the Open Government website the awarding of all Gs&Cs and amendments (including those below $25,000), except those exempt by provisions in the Privacy Act or those listed in Appendix A of the GRGCA. The information is made available within thirty days from the end of the reporting quarter as established by the GRGCA. The Open Government portal can be accessed here.
Providing content in Canada's official languages
The Official Languages Act, the Official Languages (Communications with and Services to the Public) Regulations, and Treasury Board policy requirements establish when we use both English and French to provide services to or communicate with members of the public. When there is no obligation to provide information in both official languages, content may be available in one official language only. Information provided by organizations not subject to the Official Languages Act is in the language(s) provided. Information provided in a language other than English or French is only for the convenience of our visitors.
Our commitment to accessibility
The Government of Canada is committed to achieving a high standard of accessibility as defined in the Standard on Web Accessibility and the Standard on Optimizing Websites and Applications for Mobile Devices. In the event of difficulty using our web pages with applications or device-based mobile applications, please contact the FAS help desk at fas-sdf@canada.ca. Contact us for assistance or to obtain alternative formats such as regular print, Braille, or another appropriate format.
Linking to non-Government of Canada websites
Links to websites not under the control of the Government of Canada, including those to our social media accounts, are provided solely for the convenience of our website visitors. We are not responsible for the accuracy, currency, or reliability of the content of such websites. The Government of Canada does not offer any guarantee in that regard and is not responsible for the information found through these links, nor does it endorse the sites and their content.
Using files located on servers outside of the Government of Canada
To improve the functionality of Government of Canada websites, certain files (such as open-source libraries, images, and scripts) may be delivered automatically to your browser via a trusted third-party server or content delivery network. The delivery of these files is intended to provide a seamless user experience by accelerating response times and avoiding the need for each visitor to download these files.
External service providers
To effectively operate FAS, we use external service providers for the Government of Canada. These service providers are bound by contract to treat any personal information they receive in a manner consistent with the provisions of the Privacy Act and Privacy Regulations.

Cookies
A Cookie is a small piece of information sent to your computer by a website and used by your browser. It contains settings, such as language preference, to help you use our services. There are two types of cookies: Session Cookies and Persistent Cookies.
FAS operates through the usage of Microsoft Power Pages and therefore only uses Session Cookies, not Persistent Cookies. Session Cookies are active only while you are signed into FAS and do not contain any personally identifying information. A Session Cookie is used only during the browser session. It expires when the user closes the browser and is not stored on your hard drive. You may set an option on your browser to refuse Cookies; however, you will not be able to successfully navigate FAS, as Cookies are necessary to ensure systems remain fully functional. Unless otherwise noted, we do not automatically gather any personal information from you.
